Dylan Blue is a fragrance evolved from Versace Pour Homme, and Versace's response to Dior Sauvage.
Both Pour Homme and Dylan Blue are citrus-focused. While the first is icy, light, soapy, sweet, and upbeat, the latter is darker and has more body to it. The citrus in Dylan Blue is more sour, and while there is sweetness in the body, it is of heavy, medicinal kind similar to Eros. There is also a strong dose of ambroxan, although it is not as central to the character of the perfume as in Sauvage, for example. If you look at what "people who like this also like" on Fragrantica, the first three are Eros, Pour Homme, and Sauvage, and one can think about Dylan Blue as a mix of those three: Pour Homme for the sharp citrus, Eros for the heavy sweet body, and Sauvage for ambroxan and general composition. Is Dylan Blue similar to Bleu de Chanel? Not really, except being in the same blue category.
Overall, a good proposition for people that want citrus and some ambroxan, but not too much.
